Metropolitan Center in Baia Mare
The Metropolitan Center constitutes itself as a “factory of ideas” for the Baia Mare Metropolitan Area, operationalized through means of ensuring the participative planning process between the primary metropolitan actors involved. It constitutes the meeting space of the Metropolitan Task Force in its scope to promote of the efforts undertaken by the Baia Mare Metropolitan Area Association and the place to collect feedback upon the initiated project proposals. The Metropolitan Center is the place to provide continuity to the actions and projects initiated through STATUS, as well as a permanent dialogue concerning the visions and strategies foreseen by the involved communities, as engines of development: a catalyst for their new economies and investments, for which their dedicated Metropolitan Center acts as fuel for combustion.
Amongst its envisioned roles, the Metropolitan Center needs to host the working space for facilitating interactions between all interested actors regarding the territorial and urban planning processes at metropolitan level
The physical space of the Metropolitan Center in Baia Mare is in the Old Town of Baia Mare, which was recently rehabilitated, nowadays constituting the lively heart of the city – a location benefitting of good accessibility and well-rated collective perception.
These considerations, added on top of the fact that its maintenance does not imply additional financing costs – functioning also as headquarters for the BMMA Association – makes it a highly attractive and resilient container for the deployment of the Metropolitan policy aggregations.
The Metropolitan Center is to ensure its resilience through various means, from constituting the reference point for local knowledge incubator, creative think-tank for wider metropolitan opportunities plus facilitating schemes, territorial planning center bridging the private sector and community engagement, as well as a “polis theatre” in accommodating harmonised needs within the metropolitan area, in its capacity of implementing the BMMA Strategic Agenda.
Kavala Urban Center
As many South Eastern European middle-sized cities, Kavala is confronted with the problem of lacking citizen participation in urban development. Without a consultative process in planning, ownership of development strategies is limited to the administrative and political factors, so it is difficult – if not impossible – to plan for more than 5 years, the period of office for local administrations in Kavala.
Structuring an identity for the city is a long-term process which requires vision and a plan transcending cycles of local political power and reuniting in its provisions the views and needs of all stakeholders. The STATUS Process has produced this long-term vision for 2030, which can be now used as leverage for discussion and creation (for the first time) of a Structural Plan for 15 years. Yet in order for such a complex framework for implementation to be successful, it has to rely on tools for public participation, consultation and support to the local community. The Urban Center is the most important one of these instruments and needs to be implemented for several reasons:
Facilitating the transition to a new system of long-term planning and providing the framework for the 5-year Operational Plans of the city;
Creating ownership and implementing urban development projects responding to the community’s needs;
Creating a link between projects and sources of funding, from European to local private investments;
On a longer term, even influencing EU policy through local good practice concerning the redevelopment of small and middle-sized (3rd and 4th tier) cities facing important global challenges
The Kavala Urban Center has been established within the Municipal Tobacco Warehouse, operating now as the City’s Cultural Centre. The former warehouse is a city landmark, easily accessible, geographically located at the very center of Kavala. The building is owned by the Municipality, and open space available for, plenty of space for exhibition and workshops, currently hosting cultural uses which attract people to visit.
The Center is located in a first phase at the ground floor, easily accessible for visitors, but plans are to expand the function within the building to the upper stories as well. Today, it operates with the support of the Municipality and is coordinated by a committee consisted by the Planning and Development Direction of Kavala, the Development Department of the Public Benefit Organization of Kavala and the EU Program Office of the City.
The sustainability of activities will be ensured by the additional role of the Urban Center and its Core Group to constantly search for opportunities and new sources of funding to implement new projects designed together with the Urban Task Force.
Foggia Territorial Center
The objectives of the Territorial Center in Foggia are: planning, coordination and monitoring of those activities that are relevant to the implementation of the strategic retrieval and enhancement of Tratturo Pescasseroli-Candela. In particular, each partner aims to provide and/or support:
the definition of strategies, actions/interventions and the Agenda for their implementation;
the coordination of public and private interventions, which must be considered with a variable geometry;
the sensitization and involvement of local actors, and of communities in general, through appropriate communication actions;
the support and monitoring of agreements and initiatives already in place.
Downstream of the Strategic Agenda developed within the project STATUS, which is the condition for the initiating processes of restoration and enhancement of the Tratturo Pescasseroli-Candela, the activity of the TC is supposed to ensure new opportunities for planning and cooperation through the coordination and continuous consultation and through the reciprocal use of structures and/or the mutual promotion of initiatives.
The Provincia of Foggia provided a physical location for the TC, equipped inside the “Museum of the Territory”. The most important reason for this choice is that the museum of territory may be the best place where the history and the past territorial identity can meet the future and the actions planned to build a new identity and a local development.
In order to assure an economic sustainability, in the formal document of setting up (deliberation of the Special Commissioner) the TC has been organized taking into account that:
the TC is a laboratory to connect people and produce and share ideas and strategies
the TC and the “Museum of the Territory” share the spaces and the Museum assures the daily management of the Center;
the TC is a place where associations can have their free headquarter and help manage daily activities of the TTF.
The “Provincia di Foggia” ensures the coordination of the TTF in the TC.
Balti Urban Center
The Urban Development Center (UDC) will be a place where selected UTF together with interested people will work on the identified projects which will cover the urban planning/land and implementing the Strategic Urban Agenda.
The scope of the Center is to integrate all new projects in the planning process for the purpose of optimizing the effectiveness of a community's land use and infrastructure. The physical place of the Urban Center was identified inside the Balti City Hall, office 453.
The Urban Center will consolidate itself based on content and activities in order to continue. In a first step, the content will be provided by the Strategic Agenda, which will represent the tool of the Urban Center.
