    "Governing" the Territory and financial resources: a bet that the Abruzzo Region, in collaboration with the Province of Teramo decided to gamble to ensure a financial "Plan of river improvement" of the river Tordino which will emerge at the end of the trail shared with stakeholders.

    Yesterday, December 4th , 2013, was held the workshop "Towards a Strategic Agenda of Ditsretto Tordino" in the Province of Teramo and the Regional Minister Mr. Mauro Di Dalmazio was decisive: "The ability to be funded for the possible intervention actions on Tordino passes through the planning: we must prove that you have a project, a clear picture of the type of intervention, we must share it with the public and stakeholders and with the institutions.

    The activities of the project STATUS allowed a wide-ranging reflection on intervention models and interventions for the revival of the Tordino.

    The workshop was attended, in addition to the institutional component, by the major stakeholders who have been involved in this process of management of the area adjacent to the river, of reconstruction of environmental identity , revitalization of the area: economically and also in terms of production and services.

    The priority issues that emerged during the work relates the maintenance of the territory , which must be constantly guaranteed, the need of interventions and projects of environmental engineering to enhance the environmental component as a heritage of the community; the importance of increasing the competitiveness of the territory, developing the transport system and infrastructure networks.

    All items will be combined in the “Contract of the River” (a voluntary agreement between local governments, institutions, stakeholders), which is a valuable tool first to establish a system of priorities, in order to achieve the necessary improvements and relaunch of the District of Tordino on the basis of the resources that will be made available.

    March 28th, 2014

    This morning the Governor of Abruzzo Region, mr. Gianni Chiodi attended the workshop “"Territorial Aspects of the Unitary Regional Programming 2014/2020" organized in the framework of the EU project “STATUS” , that deals with the issues related to sustainable urban development and promotes local development methodologies based on participatory planning tools.

    The works focused on the illustration of the main lines of action contained in the new Regional Programming and the implications of its actions on the territory.

    The President stated that, regarding the new schedule of interventions , the main pillars of the regional strategy are crisis areas, inland areas, urban areas and “Contracts of the River”.

    The line of action is to coordinate all the possible types of EU funds, in order to identify the sources of funding for each of them , in order to create an effective operational strategy.

    During the works, which involved the participation of stakeholders and the partnership, was highlighted the opportunity to reserve to the “Contracts of the River”, as processes of negotiated planning, funding priorities of the funds of the Programming 2014-2020.

    All detailed projects will be realized in order to develop, shared policies aimed at addressing the territorial transformation processes, the containment of land consumption, the rehabilitation of degraded areas, and will follow a path that will have shared goals and timelines, linked to the guidelines identified in this regional new programming period.

    30th October - 1st November, 2013

    The 1st STATUS Workshop was held in Alba Iulia, Romania, between 30th October - 1st November, 2013.

    The workshop was organized by partner AIDA - Association for Intercommunity Development, Urbasofia, Eurodite and a number of experts among which Arh. Simona Monica Pascariu (workshop facilitator and moderator, urban planner), Veronica Constantin (GIS expert, ADR Center), Dr. Ionela Gavrilă, Dr. Marius Deca and Dr. Ioan Bele.

    Thematics involved the Urban Territorial Development - Accessibility & Mobility and Public Space - Infrastructure & Connected Services (Health, Research and Education, Society, Culture, ICT, Dwelling, Transport, Distribution Systems). During 3 consecutive days several working groups discussed the divergent and convergent aspects of the above mentioned topics, in coming up with coherent practical strategies and solutions.

    5th - 6th December, 2013

    The 2nd workshop of partner Alba Iulia Intercommunity Association has been organized between 5th - 6th December 2013. The AIDA team has been joined by local and external experts, this time adding international presence under the form of TASCA Studio architects Cristina Tartari and Federico Scagliarini.

    The findings of the working groups and plenary discussions lead to the idea that the identified problems should be tackled twofold, within a systemic approach to an integrated urban system but also by designing punctual foci of interest on each sub-system, focused on the area proximal to the citadel. The following priorities have been outlined:

    • 1. Greenbelt around Alba Iulia to reorient the urban development (to infill rather than sprawl);
    • 2. Tourism and culture, including archeology;
    • 3. Tourism and environment, including sports;
    • 4. Agriculture local market;
    • 5. Ecologically Productive Equipped Areas;

    Proposals for long-term complex projects:

    • - A partnership with CFR cargo for a railway station near Alba Iulia to function as a transfer hub for intermodal links – Coşlaru station linked to the highway;
    • - Logistics park in the Sântimbru - Coşlaru – Oarda area;
    • - A sports facility is required along with cultural infrastructure: a multifunctional center for culture and sports, as well as for the image it reflects (architectural landmark);

    All of these topics will direct to funding Integrated Territorial Investment for the 2014-2020 period, being defined with the aim of qualifying and intensifying the modern city, which is not included in the historical Citadel, classifying Alba Iulia in the national urban cities ranking.

    11th - 12th February, 2014

    The third STATUS Workshops has been held in Alba Iulia, between 11th - 12th February, 2014, with a preparatory meeting with the City Manager Mr. Nicusor Moldovan on the 10th. The meeting benefited from the input of spatial planning experts Derek Martin and Cristina Tartari, as well as workshop facilitator Arch. Simona Pascariu and the Urbasofia and Eurodite teams.

    The design workshop witnessed Alba Iulia's most active stakeholders meet again within the confines of AIDA's conference hall in order to finalize the city's development strategy for the 2014-2020 period. The identified pillars of the strategy include the platform of public spaces, tourism and culture, agricultural development, ecologically productive equipped areas and technology park, environment and leisure as well as more long-term concepts such as redefining the neighborhoods and creating a green belt.

    25th - 27th November, 2013

    Between 25th - 27th November, the Metropolitan Area of Baia Mare (ZMBM) hosted the 1st workshop on the STATUS Project in Baia Mare, Romania, with the participation of Urbasofia, Eurodite and a number of experts on behalf of whom we mention Dr. Pietro Elisei (Content Manager for STATUS project, town and regional planner), Arh. Simona Monica Pascariu (workshop facilitator and moderator, urban planner) and Paul Pece (delegate administrator for ZMBM).

    Plenary discussions rounded up on the actual status of the STATUS project and the dysfunctionalities met by the ZMBM municipalities (day 1), together with the local stakeholders represented by Public Institutions / Public Utility Services (day 2) and Business Sector / SMEs (day 3), in coming up with coherent practical strategies and solutions for a metropolitan strategic agenda. Start-up of the local working groups proved in efficient / effective communication and active willingness for which we could proudly report on.

    10th - 11th March, 2014

    On the 10th and 11th of March current year, the project team organised the second workshop of the project, with the purpose of starting to prepare the integrated territorial strategy for the development of the Baia Mare Metropolitan Area.

    The purpose of the second workshop:

    • - The selection and the prioritizing of the best solutions to the stringent problems of the Baia Mare Metropolitan Area.
    • - To link the local needs for development with the national and regional framework for 2014-2020 (Partnership Agreement, Regional Operational Programme, Regional Development Programme)
    • - To integrate the programmes/projects that the Intercommunity Development Associations, Local Support Groups for rural areas, companies have with the projects that the Maramures County Council has.
    • - Activating the Urban Task Force and preparing its final form, which will work in the Urban/ Metropolitan Baia Mare Centre.
    • - Reinforcing dialogue and involvement that will continue after the ending of the project.

    3rd - 4th July, 2014

    Between the 3rd and 4th of July, current year, the third and fourth seminars of the “STATUS Project- Strategic Territorial Agendas for "Small and Middle-Sized Towns" Urban Systems” took place.

    The main topics for the first day of the seminar were Presenting the Baia Mare Metropolitan Area Projects and integrating projects at a county level”. The second day the discussion was focused on:”Forming of the Metropolitan Task force and Urban Centre”.

    29th - 31st October, 2013

    The 1st thematic workshop organized by the Drama Chamber of Commerce and Industry within the STATUS programme took place on the 29th - 31st  of October 2013.

    The organization of the first workshop was successfull even above the initial expectations. Drama managed to secure a good group of partecipants and to hold them for a quite long time to work together and examine the topics and issues of the STATUS Programme. Part of the success was the idea that these topics have never been before discussed at the presence of many different rapresenting sides. The issues have been examine separately by each organization i.e. Municipality, Planning Department, Regional Unit of Drama, Drama Chamber, etc. but these organizations never sat together to examine the issues in common and yet each one from its scope interest.

    One other element that made the discussion very interesting was the variety of the topics including some very pressing issues and some novelty issues like smart specialization, social economy, industrial archeology, etc. provide by the technical team of the STATUS project.

    19th - 20th February, 2014

    The second thematic workshop organized in the Drama Chamber within the “STATUS” programme took place on the 19th and 20th of February 2014. The support and assistance of the Drama Municipality was paramount in the preparation efforts. Especially the “urban planning department” was instrumental at the preparation of the academic topics and the particulars of the issues included in the workshop.

    It was a difficult task to secure a number of participants but at the end we had a good number. The second thematic workshop received a Regional dimension and many of the participants came from shareholders from the Region of East Macedonia – Thrace. Professors from the Democritus University also participated at the workshop. Furthermore, we had representatives from the Technical Chamber from the regional headquarters.

    Many issues were examined during the thematic workshop but the main topic was how to find solutions and idendtify results on pressing issues and problems that had been catalogued and examined in the Thematic Workshop I that took place in 2013.

    19th November, 2013

    The first STATUS workshop was held in Foggia, Italy, 19th November 2013. The participants had an efficient and effective communication, their discussion was active and oriented to: share opinions; compare visions; focus on those issues more pressing.
    The workshop was a new opportunity for them.

    The workgroup considers the theme of the tratturo a multidimensional theme. In the next workshops, the most important sectors to concentrate upon, will be:

    19th - 21st November, 2013

    Municipality of Herceg Novi held the first workshop as part of the project STATUS in the period of 19th - 21st November 2013.

    In accordance with the topics of development of tourism and infrastructure in the Municipality of Herceg Novi agenda of the workshop was designed, in which selected participants could contribute by determing a current status as a basis for further planning activities.

    The Workshop was organized as a combination of the plenary discussions within which al the attendees participated, and the thematic working groups which were developed around the specific issues. Our team is very satisfied with the response of stakeholders and individual participation and demonstrated interest in the selected topics.

    17th - 19th March, 2014

    The 2nd STATUS Workshop was held in Herceg Novi, 17th - 19th March, 2014. The preparatory meetings took place prior to the Workshop 2 and were attended by the Herceg Novi STATUS team.

    The Workshop 2 was attended by the invited stakeholders from different local organizations, public utilities enterprizes, NGOs, and local government. As for the invited experts, Milica Berberovic, landscape architect, Zoran Bijelic, transportation engineer, and Jelena Djakovic, civil engineer, attended the meting and actively contributed to the Workshop 2 achievements.

    Problems which were identified in Workshop 1 were discussed and responsive solutions explored as they refer to the following:

    • 1. Environment (urban and natural)
    • 2. Mobility and accessibility
    • 3. Business Environment
    • 4. Governance and strenghtening local capacity for decision making
    • 5. Public spaces and urban renewal/regeneration

    All the issues and responses were specifically related to tourism development and infrastructure development, and have been related to the on-going projects, strategies and plans. Pros and cons were explored, as well as possible conflicts which may arise during the implementation phase, the financial sources and responsibilities were identified, taking into account local capacities, public-private partnership, and already expressed interests by private firms. Media were invited to the Workshop 2, interviews and reports were given to daily newspapers "Pobjeda" and "Dan", and "Boka" TV. Radio Herceg Novi announced the Workshop 2 and published the interview held prior to the workshop commancement, and the same information was published on www.herecgnovi.me

    2nd - 4th September, 2014

    The 3rd STATUS Workshop was held in Herceg-Novi, 2nd - 4th September 2014. The preparatory meetings took place prior to the Workshop 3 and were attended by the Herceg-Novi STATUS team.

    The Workshop 3rd was attended by invited stakeholders from different local organizations, public utilities, enterprises, NGOs, educational sector and local government. New stakeholders were invited and gave their great contribution to the design workshop.

    On the first day of the workshop, the stakeholders discussed the proposed projects concerning the tourism development and on the second day, action plans and project that were discussed, were concerning the topic of infrastructure development.

    Local project team, was pleased to have a representative of Urban institute of Republic of Slovenia, Mrs. Barbara Mušič as a scientific partner of project STATUS and used her presence to give a better understating to stakeholders about the importance of the Strategic Territorial Agenda and explained the content of a Poster Plan.

    The new Mayor of Herceg-Novi held a meeting with Mrs. Barbara Mušič and the Local project team, where the importance of this project for the Municipality of Herceg-Novi was exposed.

    Because of the lower attendance during the 2nd Workshop, the local project team of Herceg-Novi proposed a list of potential projects related to tourism and infrastructure development and uploaded it on the Herceg-Novi website in order to get the feedback from citizens. It was available as a survey during the month of August. The results showed that using this kind of participatory tool was very successful in term of citizen’s participation. The results of that survey were presented in 3rd Workshop and were a good starting point for discussion about proposed projects and action plans.

    Media were invited to the Workshop 3, interviews and reports were given to local "Boka" TV, Radio Herceg-Novi, and Radio Jadran.

    8th October, 2013 

    The 8th of October 2013 the first meeting of the STATUS project on local planning process has been done in Kavala, Greece.
    The aim of this meeting was dual, i.e., to introduce the future workshop objectives & the workshop agenda and to open a discussion with the stakeholders’ interested in the participation to the workshop.

    3rd of December 2013

    The 1st STATUS workshop organized by the Municipality of Kavala was held on the 3rd of December 2013.

    The project team (consisting of 2 representatives from the Municipality and 1 external consultant) was responsible for organizing and coordinating both meetings. 4 local experts (1 expert on strategic planning, 1 expert on urban planning, 1 expert on Archaeological Antiquities, 1 expert on Spa Tourism & Mudbaths) attended the meetings (1 individual expert and 3 experts coming from participating stakeholders). No international experts were involved so far. Representatives from the project team moderated the working groups.

    The local management team (project team of the Municipality and external consultant) participated in the preparatory workshop, along with representatives from Municipal services, local experts and representatives from a core group of stakeholders. 16 participants in total attended the preparatory workshop. The composition of the participants consisted of the Mayor, 4 members of the project team (3 municipality representatives and 1 external consultant), 3 municipal employees of related departments, 6 stakeholder’s representatives and 2 individual experts. Regarding the 2day workshop 21 stakeholders were invited to the meeting. 13 stakeholders were represented in the meeting. 23 persons attended the workshop. The composition of the participants consisted of the Mayor of Kavala, 4 members of the project team (3 municipality representatives and 1 external consultant), 14 stakeholders’ representatives (representing 13 stakeholders), 1 individual local expert and 4 municipal employees of related departments.

    17th - 19th March, 2014

    The 2nd local workshop has been held in Kavala, spanning 3 days between the 17th and 19th of March 2014. The 1st and 2nd day of the workshop were held in Philippion Hotel, in the municipal unit of Krinides, Kavala and the 3rd day was held in the offices of the Municipality of Kavala.

    The objectives of the 2nd workshop have been manifold, since this workshop follows the first one, hence continuing the involvement of the defined stakeholders on the one hand and attempting to define optimal solutions to urban problems on the other. So, the objectives of the 2nd workshop can be described as following:

    • To determine the most realistic and applicable solutions to the important issues defined in the 1st workshop.
    • To provide new ideas, under alternative points of view, regarding the solution of these problems.
    • To set certain and specific projects and areas to be faced through the strategic agendas.
    • To define necessary tools, methodologies and techniques
    • To set certain priorities regarding the tackling of the problems already defined.
    • To strengthen the bilateral interaction between decision makers and local community.
    • To strengthen public awareness on the project and its contribution to the local areas.

    The workshop proved to be quite fruitful, defining solutions and mapping problems specific to the area of intervention added to the ones indentified at the 1st workshop. Participants and stakeholder agreed upon the main issues and problems defined in the 1st workshop, as well as on the importance of finding the optimum solutions for these. The workshop has also indicated the main stakeholders that have attested and understood in depth the problems defined, so they worth joining the Urban Task Force, based on their commitment and strong interest.

    The main priorities identified were:

    • Accessibility & urban development: enhance transport infrastructures, railway and airport connectivity and amplify accessibility to archaeological and religious sites.
    • Tourism: organize cultural activities, promote spa tourism (Mud baths), more efficient branding of local products, attract more tourists.

    16th - 18th September, 2014

    The third workshop focused on the application of strategic agendas derived from the two previous workshops through the finalization and implementation of selected strategic planning projects of major interventions.

    The topics presented and discussed during the workshop were the following:

    • - The new institutional framework for spatial planning
    • - What is the provision regarding urban planning for the region
    • - Summary of existing outcomes derived from the previous workshops and the state of the art in Kavala
    • - Potential funding sources for urban and spatial planning interventions
    • - Roundtable discussion with stakeholders and interested parties

    The concluding remarks of the 3rd workshop were that the proposals/solutions from the two previous workshops assisted and contributed in shaping four scenarios regarding the priority axes that the Municipality of Kavala could focus on, when defining the final strategic agenda. After consultation with the stakeholders and the local team of experts, the scenario selected to be implemented and funded is the alternative tourism potentials of the intervention area.

    29th September - 3rd October, 2014

    The STATUS Project Planning Week and 4th Workshop took place in Kavala between the 29th of September and 3rd of October 2014 with the participation of the Project Management Team, experts, local authorities and local stakeholders. During the week, the Project Management Team arranged bilateral meetings between the experts and the stakeholders in order to discuss and identify the problems and the prospects for development of the region of Kavala.

    On the 3rd of October the 4th workshop of the STATUS Project took place. During the workshop the poster plan of the area of Kavala was presented to the stakeholders and the local authorities, and aspects such us the formation of the Urban Task Force and the Urban Center establishment were discussed.

    28th - 29th  November, 2013

    Municipality of Satu Mare held the first workshop as part of the project STATUS in the period of 28th - 29th  November 2013.

    The stakeholders have been very communicative and eager to participate in the discussions. The sectorial SWOT analyses prepared by the experts have been a good basis to develop from. In order to ensure follow-up, the conclusions of the workshop will be disseminated among participants and feedback is expected on their part to help draft the problems – solutions – objectives trees.

    Also, many of the participants will be expected to contribute with up-to-date information to the elaboration of the frame of reference for the strategy.

    Topics to focus on for the next workshops: elaborate an accurate frame of reference, carefully analyze trends, prioritize problems and identify the best means to address them.

    20th - 21th March, 2014

    On the 20th and 21th of March 2014, the project team organised the second workshop of the project. The second workshop took discussions further, attempting to draw up solutions trees, derive objectives and identify and prioritize possible interventions to address the problems while at the same time trying to identify funding solutions for their implementation.
    The input generated during this second meeting will be taken on board in the Satu Mare draft strategic agenda which is to be debated upon during the third workshop planned to take place in July, so that by September this year the document will be ready for public consultation.

    3rd - 4th July, 2014

    The final Workshop organized within the STATUS project framework meant to shape the Satu Mare City Strategic Agenda took place on the 3rd and 4th of July 2014, gathering 33 stakeholders.

    The main topic of discussion during the first day was the debate of the draft strategic document, participants concentrating, in turn, on priority axes for public interventions, the integrated projects list, the evaluation of the necessary budget for the projects portfolio and the financial planning. The atmosphere, though vivid, was dominated by consensus; as the planned interventions were acknowledged by everyone as the obvious solutions to the well-known problems facing the city, there was little or no arguing and more attention to detail.

    During the second day, the stakeholders examined and quantified result and output monitoring indicators and then passed on to evaluate the most suitable manner in which the setting up of the Urban Task Force should be formalized. Participants agreed that the most suitable solution is the Partnership Agreement.

    21st - 23th November, 2013

    The first STATUS workshop was held in the offices of the Agency for the development of Temerin Municipality, between 21st - 23th November 2013.

    The aim of the first day of the workshop was to familiarise the stakeholders with the overall aims of the STATUS project, to introduce to the summoned representatives of stakeholders the work that has been done during the previous months in the project, to present them the workshop methodology and the workshop agenda and to open a discussion about the work that needs to be done in the coming days, weeks and months. The second and third days of the workshop were more focused.

    The participants were divided into thematic groups - workgroups - and began working out and discussing the issues that are specific for the narrower areas of natural environment, mobility and accessibility, business environment etc. The first STATUS workshop in Temerin was concluded with the common conclusion that the participative process is promising, creative, fun and stimulating. The participants agreed that more work needs to be done in preparing the second workshop and that we have to include more stakeholders in the process.

    9th - 11th of April, 2014

    The second workshop of the STATUS project has been held between the 9th and the 11th of April, at the premises of the first local community Temerin. The participants were informed that in the previous year activities focused on collecting and processing data on territorial partners and the delivery of collected material, in the form of standardized reports, to professional bodies, partners in the project, for preparing synthetic report on the state of development of methods of urban planning in the program area. The team of the Agency, in addition to compiling the report and office work, participated in international meetings where they presented the results of the project, exchanged experiences and built partnerships among participants. These international meetings are regularly attended by many of the leading planners and architects from the EU and beyond, who tried to transmit some of their knowledge and experience to the project partners. Participants were also informed that 2014 will mark active work in workshops according to previously prepared methodology, where the local project teams, with the help of hired experts, together with representatives of local government, professional bodies, associations and other target groups, try to start the process of participatory planning, and to include in the spatial planning process representatives of those groups that have so far largely been neglected in the processes of making planning documents.

    In this workshop, held in Temerin from 9th and the 11th of April, the participants were divided into six thematic work groups and discussed the acute problems in the fields of environmental protection, transportation, business environment, public spaces, government and civil society, trying to come up with potential solutions to the identified problems and to spatially map the problems and solutions.

    At the next workshop, which is expected to be held in late summer or early autumn, the plan is to develop a formal strategic planning document with a poster plan, which will include recommendations for future projects and identify potential sources of their funding.

    9th - 11th April, 2014

    The 1st local workshop organised by the City Hall of Balti municipality has been held in Balti, during 2 days between 9th and 11th April 2014. This workshop brought together stakeholders from local and regional authorities, research and education (“Aleco Russo” University), NGO, private investors) and also expert of “Upper-Prut” Euro-region; experts from Consulting Firm; members of local project team (local project manager and communication manager) and vice Mayor of city Balti, which had the opportunity and willingness to open a dialogue on the most pressing problems in the Intervention Area Centre Balti. In the process of working were take into consideration the following important key areas:

    15th - 16th May, 2014

    In Balti municipality has been organized the second workshop in the period of 15th - 16th May 2014 with the participation of the international expert – Mr. Piedro Elisei Project Content Manager Urbasofia, workshop facilitators and moderators, and stakeholders directly involved in the project.

    The second workshop had the following objectives:

    • - to gather the stakeholders, in order to engage in the process of analyzing of the problems identified in the first workshop;
    • - to assess the problems on all sectoral domains for finding solutions to the most pressing cross-domain issues of the Interest Area (Centre of Balti municipality) and prioritizing them;

    International expert involved in the work process of the working groups coming up with examples of concrete solutions and coming up with efficient methods of working in order to achieve a desired result. All solutions identified were noted in order to be discussed and analyzed in the frame of the City Hall of Balti municipality with other experts on areas of interest.

  • Workshop 3 +

    18th - 20th September, 2014

    In Balti municipality has been held the 3rd STATUS Workshop, between 18th - 20th September 2014.

    In the frame of the workshop were discussed the following topics:

    • - the draft of the Strategic Agenda (SA) and Poster Plan – scope, vision, goals and objectives of the SA, presentation of Poster Plan structure - examples;
    • - specification of the most viable projects (priority projects) for the key fields of Intervention Area - description of each project and contribution to the achievement of the STATUS Agendas objectives;
    • - Final version of Urban Task Force (Draft - Partnership Agreement);
    • - creation of Urban Center (rules of procedure: Draft Regulation for organizing and functioning of UTF Balti organized within the project STATUS).
